Gilbert M. Poralan Jr. is an alumnus of the MSU-IIT Department of Physics, where he earned his Bachelor of Science in Physics, cum laude, and Master of Science in Physics, specializing in Materials Science. DOST scholarships provided important support that enabled him to pursue both degrees. He later served as a Graduate Teaching Assistant in the Department, teaching General Physics and supporting departmental activities.

His research on hydroxyapatite and polyaniline was published in international journals and conference proceedings, with the former receiving Best Paper recognition at an SPVM National Physics Conference and the latter receiving an Excellent Paper Award at an international scientific conference.

DOST’s support did not end with his education. Years later, he was given the opportunity to join the DOST Central Office and build a career in public service and national research and development. As Team Lead of the Niche Centers in the Regions for Research and Development Program, he coordinated the establishment, implementation and monitoring of 44 R&D centres across all 17 regions of the country. His work formed part of the broader Science for Change Program, which received the 2022 United Nations Public Service Award. He also served at the Philippine Embassy and Mission in Vienna, Austria, where he supported the Ambassador and the Mission on matters involving the International Atomic Energy Agency and other multilateral organizations.

Gilbert is currently a Supervising Science Research Specialist and Head of the International Cooperation Section of the Philippine Nuclear Research Institute of the Department of Science and Technology. He facilitates international technical cooperation and research projects, contributes to their conceptualization, design, implementation and monitoring, and helps connect Philippine institutions and specialists with international expertise, training and technical assistance. His work also supports nuclear human resource development for the Philippines. He serves as National Liaison Assistant for the IAEA Technical Cooperation Programme and as National Focal Point for regulatory infrastructure development.

Gilbert recognizes that his journey has been shaped by the education he received from MSU-IIT, the opportunities provided by DOST, the guidance of his mentors and the contributions of the colleagues with whom he has worked. His experience reflects MSU-IIT’s spirit of “Going Beyond Borders,” not only through international engagement, but also through using his training in physics to contribute to Philippine science and technology and to serve the country.
